But I want to tell you officially that there is no corruption in the Republic of Armenia today. This does not mean that there are no such public officials who take bribes. This means that there are no corrupt officials among the high-ranking officials of the Government of the Republic of Armenia. I guarantee that henceforth there will be no such officials in the government. You can be sure that each dram or penny paid to the State budget will be spent on purpose.

I believe that the war Azerbaijan is trying to impose on us, can be and must be avoided. Of course, saddly, that isn't guaranteed dear people. But today we are telling the international community that there is a border issue, and we are pulling back, we're leaving and generally there are no Armenian soliders and no Azeri soldier [in the areas we are leaving]. Generally you can pull back the troops without preconditions, and in the meanwhile observers will arrive.


Generally, there has not been any variant, not just now, but during the entire negotiations process, which did not envisage the return of Azeri refugees to Shushi. And Shushi, prior to the war and it's liberation [Translator's Note: referring to the first war] had a population that was more than 90% Azeri. So you want to say that Shushi, with a 90% Azeri population, is an Armenian city with that status?


I call on each of you, to have something at hand for organizing a defense. It can be a stick, it can be a rock, I don't know, whatever.
